In the affordable housing industry, companies have limited budgets and resources for human capital. We need to be creative and look beyond compensation alone to retain quality employees. Join us as we hear from several industry professionals about their perspectives on talent retention.

Charlene Wray, Volunteers of America
Charlene Wray has over 25 years of experience in multifamily property management working with very diverse programs. Her experience in affordable housing includes working with: Low Income Housing Tax Credit; Project Based section 8, HUD Section 202, 236, 221(d)(3), RAD Conversions and USDA Rural Development 515 and 538. Charlene has specific experience with "problem properties" struggling with lease-up, occupancy, turnover and security concerns. Working in intercity and rural communities with properties of diverse clientele, Charlene has experience in innovative solutions to assure the safety of the physical asset as well has on-site staff. Charlene currently works with Volunteers of America and also offers consulting services in the affordable housing management field.

Nancy Tallman, Ohio Capital Corporation for Housing
Nancy joined OCCH in May of 2018 as Vice President of Human Resources. In her role she will create and lead the human resource strategy including culture and engagement, talent management, organization design, learning and development, and leadership coaching. She will design and enhance programs and solutions to optimize and engage talent resources supporting the growth and organizational needs of OCCH. She will serve as an internal consultant to leaders, counseling on strategic planning, development, performance management, and engagement initiatives. Prior to joining OCCH, Nancy was Sr. Director of Organization Design and Development for Alliance Data. She brings over 20 years of experience in human resource management and organizational development in addition to 10+ years in operations leadership.

Rochelle Harris, CHN Housing Partners
Rochelle, as CHN Housing Partners' Director of Property Management, brings 18 years of diverse experience in compliance, management, leasing and operational oversight in the affordable housing property management industry. Her experience includes the Low Income Housing Tax Credit and HUD programs involving single family lease purchase, permanent supportive housing, and multifamily projects, both preservation and new construction. Rochelle is responsible for the property management and operational performance of affordable residential properties owned by CHN Housing Partners and its affiliates, and for its clients/third party owners affordable housing through CHN Real Estate Services LLC, and CHN Affordable Housing Services (CHN's Ohio and Michigan Brokerages), which include HUD Section 8 and PRAC, Hope VI, Shelter Plus Care Low Income Housing Tax Credit (LIHTC) and HOME funded projects. Rochelle is a Certified Occupancy Specialist (COS) from NCHM, Asset Management Specialist (AMS) from Neighborhood Works, a Housing Credit Certified Professional (HCCP) through the National Association of Home Builders, and is a licensed Realtor in the states of Ohio and Michigan. Rochelle holds a Bachelor's degree in Urban Service Administration from Cleveland State University and is enrolled in the Master's Program of Non Profit Administration and Leadership through Cleveland State University.

Cyndi Evans, National Church Residence
Cyndi Evans, PHR, SHRM-CP, is a certified human resources professional with over 25 years of experience. Ms. Evans began her career at National Church Residences and continues to support its mission to provide high quality care, services and residential communities for all Seniors. Serving as the Director of Human Resources, she is responsible for overseeing all aspects of human resources for both the affordable housing and corporate divisions of the organization. Ms. Evans specializes in employee relations, staff satisfaction, recruiting, developing, and maintaining policies and procedures organization-wide. Ms. Evans is also very involved in volunteer services both inside and outside of the organization.
